Draft - HCA Meeting Minutes September 2025

Meeting called to order @19:00 (7:00 pm) in person at the Huntington Community Center. 

  • Review of Minutes from August 2025 - minutes can be found on the HCA website

  • Treasurer’s Report (Mark Rogers).

    • HCA member dues are normally due in January $12:00/year. https://www.huntingtononline.org/join-hca.  Please consider joining the HCA if you are not presently a member.

    • Mark invited people to check their registration to verify they are paid-in-full, or so he can troubleshoot. 

    • The treasurer proposed a change to how we collect dues. The bylaws say that members pay when they join, so it’s rolling. It’s difficult to keep records and send reminders so Mark is proposing to change it by voting to change the bylaws. Dorothy will distribute that change to the bylaws in the monthly newsletter and the HCA will vote on the proposal next month. The group provided feedback about how to reschedule the payments. 

    • Alan suggested also adding an option to the PayPal account for donations, outside of membership dues. The group will discuss that next month as well. 

    • Bank account balance in $1327.90. Expenditures last month include $32.75 for supplies for the event at the Community Center and out Google account. Three new members joined, raising paid membership to 22. Total balance in account: $1363.06. 

    • Two items to think about for next meeting: A change to the bylaws about due dates for membership, and a proposal to raise the membership to 13.00 instead of 12.00 + 0.86 fee. 

    • The Treasurer’s report was approved.

  • Committee and Other Reports 

MVCCA (Mount Vernon Council of Citizens’ Associations, Inc.) If you are interested in volunteering, please go to the MVCCA website www.mvcca.org for more information. Committees are always looking for volunteers!  

  • Environment and Recreation (E & R) - Mark Rogers. E & R met last night. The meeting was 1.75 hours long! They discussed an environmental study of possible ground water contamination, FEMA flood maps, and PFAS. 

    • A dry cleaner in the Hollin Hills Center was found to have leaked solvents, resulting in polluted ground water. There was a 300-page environmental study commissioned that found that no one in the area has wells, and the water table is low enough that it is not affecting wildlife. 

    • On the Fairfax Country website there is a flood-risk-reduction draft program. It’s fairly short - 4 pages – and Dorothy will share a link. Before the levee it would have affected the Huntington area more. The County policy was based on 1995 FEMA maps, and they are drawing new maps based on higher precipitation levels. The group discussed past flood events in Huntington. One in 2006 (11 inches of rain) that resulted in a large flood, and one in 2011, prior to the building of the new levee. Mark suggested looking at the report for more information.

    • Sewage sludge as fertilizer, which contains PFAS. The Committee is supporting a state law restricting PFAS and imposing a 4-year moratorium. Also seeking yearly inspections of farms. Fairfax County burns solids at a high temperature that supposedly destroys PFAS chemicals. 

  • Planning and Zoning (P & Z) - Ray Novitske. At the last meeting they had a presentation about two properties that are up for comprehensive zoning plan changes. Both properties are on Richmond Highway – the Hawaiian Pools/Days Inn, and the Moon Inn. The plan includes replacing them with mostly low-to-mid rise, wood-frame residential units, and some retail.  

  • Public Safety and Transportation Committee (PS & T) - Jason Zaragoza, and Mark Rogers (Alt). The next meeting is Monday, Sept 8, and Jason will have an update at the next HCA meeting.  

  • Education Committee – Anya Austria, Tyler Austria. 

    • At the last Education Committee meeting there was extensive, and animated, discussion of school boundaries. The boundaries of the Huntington, Edison district haven’t changed. Anya will share a link to the boundary explorer tool.  Because it affects budgets and enrollment, the Committee is seeking to invite someone (perhaps our School Board representative Taylor Dunne) to attend a meeting to talk about budget cuts. 

    • Fairfax Country has a new volunteer screening process. 

  • Budget and Finance. No committee at this time, so there is no representative.  

  • Storm water Subcommittee (Alan Ruof). No update at this time. The meeting time conflicts with the HCA meeting on the first Thursdays of the month, so Alan may split his time between the two. 

  • Presidents Report - Dorothy Edwards

  • Mt Vernon council did not meet in August. Next meeting is in September. 

  • Still working on outreach and marketing. Distributed flyers at neighbors’ homes and is still distributing them.

  • Fairfax County is re-doing its waste management plan, which was postponed. The County was looking to get out of waste management business and privatize. 

  • Flood management 4-pager will be posted in the HCA newsletter.

  • Website updates - Tyler Austria volunteered to be webmaster, and the group also discussed a committee to maintain the web presence.  Alan suggested that we keep it accessible and easy to pass along as things change. Dorothy is maintaining a comprehensive list of logins and passcodes, etc., so it’s easy to pass off. The group also discussed adding a section on the website with resources for new community members. 

  • Dorothy and Mark will look at the bylaws to determine how to create a new seat in leadership - for the webmaster. 

  • HCA Community Member Time (if you would like to discuss a specific topic, please email Dorothy Edwards, HCA president prior to the meeting at president@huntingtononline.org.

    • Lissa Fried came to meeting prior to start to ask if we (HCA) can reach out to report trash issues at 7-11, the Arden, and the Metro Station bus stop. Dorothy will reach out to Supervisor Storck’s office to ask how to resolve this. 

    • Laverle commented on speeding issues on the newly re-paved Huntington Ave. It is a huge problem, and we are engaging Supervisor Storck to reach out to VDOT to see if they can narrow the lanes when they re-stripe. The HCA was supportive of adding bike lanes, which would have been part of the road diet. However the road diet project was cancelled, supposedly due to disagreements about the studies between VDOT and FCDOT. There are some improvements in the works with regard to crosswalks and lights.
