Meeting called to order @19:34 (7:34 pm).
Review of Minutes from January 2026 - minutes can be found on the HCA website

with several modifications.
Treasurer’s Report (Casey Scott). Casey is traveling, so no report.

Committee and Other Reports
MVCCA (Mount Vernon Council of Citizens’ Associations, Inc.). If you are interested in volunteering,
please go to the MVCCA website www.mvcca.org for more information. Committees are always looking for
volunteers!
o Environment and Recreation (E & R) - Mark Rogers. The last meeting was cancelled, because the
guest speaker was unable to make it.
o Planning and Zoning (P & Z) - Ray Novitske. The last meeting (last week) was cancelled. No update.
o Public Safety and Transportation Committee (PS & T) - Jason Zaragoza. The last meeting (last week)
was cancelled due to IT issues with the email system.
o Education Committee - Anya Austria, Tyler Austria. The Education Committee meeting was
rescheduled and ended up occurring right before the HCA meeting, so Tyler had to leave early to
attend HCA. The proposed 2027 budget was on the agenda (see links bellowed from Tyler). There is a
public hearing on February 10 at 6:30 and people can register to speak. In short, there is a 5% increase
over last year, including increased resources for special ed. We are ranked highly for teacher salaries,
and there is a 90% retention rate for teachers.

The Fairfax County School Board welcomes public comment on the FY 2027 Proposed Budget at a
Public Hearing. This public hearing is scheduled to take place at the Luther Jackson Middle School
Auditorium at 6:30 p.m. on Tuesday, February 10, 2026.
The Speaker's List opened at 6:00 a.m. on Thursday, January 29, 2026, and is now open through 6:30
p.m. on Friday, February 6, 2026. The Fairfax County School Board Office will notify speakers (via
email) the morning of February 9, 2026.

o Budget and Finance Committee - Ryan. No update
Presidents Report - Dorothy Edwards
o Friday evening, February 13, 2026, the HCA is hosting a family friendly Valentine’s card-making
event at the Huntington Community Center. Dorothy will deliver the cards to the Sunrise
Senior Center on Duke Street on Saturday.
o The Mount Vernon district town hall is this Saturday, February 7, 2026, at Mount Vernon High
School & Live Virtually on Channel 16, the County's Livestream, and Facebook. 8:30 - 12:30.
There are exhibitions, and the formal presentation starts at 10:00 am
o Saturdays at 2:00 – pruning in the fruit tree orchard at the top of Blaine, except if there is still
snow and ice. February 14 will be the next opportunity. Jamie thinks there will be 3 more
weeks’ worth of pruning.
o The progress with safety resolutions on Huntington Ave is moving slowly.
o We (Mount Vernon District) are no longer part of the county federation of
community associations. Activity has stalled recently and our rep has pulled out.
o Commons Mount Vernon is the new name for the Human Development Center. This is a
renovation and adaptive reuse project of the original Mount Vernon High School which will
provide pathways to opportunity for the community, with a focus on education, workforce
development and life skills training programs. The Center will be completed by the end of

o GW Parkway speed enforcement – The National Park Service is looking at installing cameras to
ramp up enforcement.

o Tyler built a new HCA website, and the group previewed it.

Alan has a “Welcome to Huntington” original flyer to share with Tyler.
Ray has original documents and recounted the story of the origin of the original
Huntington logo.
Ray also has historical documents with the original conservation plan when they built
Metro.
o Alan indicated that after the January HCA meeting he chatted with Daren and Kendall about
the landscaping at the levee. Originally it was planted with plants and wildflowers, and it
evolved into a grassy field that was mowed. The community thinks there would be advantages
to having it revert back to something more natural. Alan connected with a former colleague
who works at the Fairfax County Stormwater Department and invited him to present to the
HCA about a path forward.
o Daphne mentioned snow removal along Huntington Ave. She asked what actions we can take,
because conditions are dangerous for pedestrians - Sidewalks are not cleared, and snow is
piled on street corners that cars can’t see around, and people have to walk around. Members
added that VDOT is responsible for streets, WMATA is responsible for cleaning snow at bus
stops, sidewalks, etc., and homeowners are responsible for clearing sidewalks 24 hours after
snowfall. Contact everyone – VDOT, County, Metro, Supervisor Storck.
o Jamie reminded folks of the discussion at the last meeting about invasive species removal. She
is working on organizing an event in May for planting and invasive removal and could also set
up a seedling distribution event.
o Jamie suggested helping neighbors that might need assistance with shoveling or getting out of
their house. She gave an example of one neighbor on Riverview who gave birth this week and
neighbors had a plan in place to get them to the hospital during the storm if needed.
