Meeting called to order @19:30 (7:30 pm).

 Review of Minutes from September 2025 - minutes can be found on the HCA website

meeting minutes were approved unanimously, with minor edits.

 Presentation from Daquan Zhou, Revitalization Program Manager with Fairfax County Department of

Planning and Development.

o Update on Volume 1: Urban Design Guidelines and General Best Practices. This was originally written

in 2018 and has been updated with the most recent code changes. It also contains an agreement for

daquan.zhoe@fairfaxcounty.gov. Volume 2 will be district specific, although currently Huntington is

not included. The Board of Supervisors is considering that. The Huntington area is being urbanized,

and Fairfax is interested in engaging with the community as the project proceeds. Daquan/Fairfax

County is doing outreach with community groups and has already presented to the Fairfax Planning

Commission and will meet with them again. Eventually they will seek an endorsement by the Board of

Supervisors. Design guidelines are flexible and are not regulations.

o Ray asked about tree species.

o Alan asked about action items for HCA. Are they asking for feedback?

 Treasurer’s Report (Mark Rogers).

o https://www.huntingtononline.org/join-hca. Please consider joining the HCA if you are not presently a

member.

o Balance at Burke and Herbert Bank was $1319.50. We had one $8.40 expenditure for Google email.

Added 3 new members, for a total of 25. Final balance is $1399.09

o Tyler changed the PayPal format so now it will send reminders and auto-renew. If someone does not

want to renew they will have to opt out. Mark noted that there is a $0.91 transaction fee now, and

Dorothy will look into that to make sure we aren’t being overcharged.

o The treasurer’s report was approved.

 Update to bylaws:

o Proposal # 1: Mark proposed withdrawal of this change, which suggests that the membership year

begin in January and continue for twelve (12) months. Instead, the HCA voted to not approve it. The

vote passed unanimously.

o Proposal #2: Updated language from “can only pay by check” since everything is electronic. This

change was approved unanimously.

o Proposal #3: Includes two wording changes. The addition of a website Committee, and a name change

of the public safety/neighborhood watch, to just Public Safety. This change was approved

unanimously.


 Committee and Other Reports

MVCCA (Mount Vernon Council of Citizens’ Associations, Inc.) If you are interested in volunteering, please

go to the MVCCA website www.mvcca.org for more information. Committees are always looking for

volunteers!

o Environment and Recreation (E & R) - Mark Rogers.

 Alan attended the meeting last night in place of Mark. Supervisor Storck is creating a task force

to talk about the old Mt. Vernon High School site, which is vacant. Supervisor Storck wants to

locate one of the proposed data centers on Rt. 1 near the wastewater facility.

 E & R discussed sewage sludge, which contains PFAS and is sold to farmers for use in

conventional agriculture. Talked about discharge of PFAS into the Occoquan

o Planning and Zoning (P & Z) - Ray Novitske. No meeting this month yet.

o Public Safety and Transportation Committee (PS & T) - Jason Zaragoza, and Mark Rogers (Alt).

 Meeting next Monday.

o Huntington Road Diet recap. Last week at the Mt. Vernon Council meeting Dorothy asked Supervisor

Stork why the Huntington Road diet project got cancelled. He indicated that VDOT backed out at the

last minute, and the next chance to propose it would be 4-5 years away. Members discussed various

safety measures that we could ask for in place of the Road Diet, such as flashing crosswalks, or more

painted crosswalks. Apparently, we can’t get certain types because it requires a road diet first. There

were some things that were approved/funded - a crosswalk at Fenwick and one at Robinson Way (near

the Parker). Costs for new crosswalks are enormous, and it takes years to complete both the design

and construction phases. Dorothy noted that they just painted a pedestrian crossing on Huntington

Ave between Fifer and Mt. Vernon. The group discussed the traffic light ped crossing buttons and how

they seem slow. It’s probably due to volume, and that the county prioritizes automobiles over

pedestrians. Dorothy noted that she will bring this up at every Mt Vernon Council meeting and will be

a broken record.

o Education Committee - Anya Austria, Tyler Austria.

 Large portion of discussion at the last meeting was about school boundaries. Huntington is not

affected. Progressing quickly. May affect only 4700 students. Anya shared several links:

 Possible changes to AAP (Advanced Academic Program). No changes would occur until March.

o Budget and Finance. No committee at this time so there is no representative. Dorothy noted they will

begin meeting again Nov 6, and if anyone would like to join, please let her know.

o Stormwater Subcommittee (Alan Ruof). Alan has not gotten an invitation yet. Jason offered to send

Alan the link, which he said shouldn’t have changed.

o President’s updates were addressed earlier.

o Outreach and Web Maintenance Committee. Tyler and Anya were appointed to lead the

Committee, Ray volunteered to be on the Committee but does not want to lead, and Linda

volunteered to help with outreach.


 HCA Community Member Time (if you would like to discuss a specific topic, please email Dorothy Edwards,

HCA president prior to the meeting at president@huntingtononline.org.


 Mayor Gaskins (Alexandria) voted against the Southside project, blocking the Northern Virginia

Transportation Authority from endorsing a proposed extension of express lanes along the southern stretch

of I-495. It does not have local support, and the Maryland Transit Authority voted against endorsing it, so

VDOT has no support.

 We will have officer elections at the November HCA meeting. Make sure your dues are paid so you can

vote.

 Michelle may miss the Nov 6 meeting. Dorothy will take notes in her place.

 If anyone has any sidewalk issues, please let Ray know, as he is reporting issues every morning online.

 Members discussed various other road issues as Washington Gas is replacing the gas lines. Washington gas

is behind in repaving.

 Ray volunteered to organize a holiday party. Ryan and Dorothy volunteered to help.
