HCA Meeting Minutes November 6, 2025

Meeting called to order @19:03 (7:03 pm).

Treasurer’s Report (Mark Rogers).
https://www.huntingtononline.org/join-hca. Please consider joining the HCA if you are not presently a member. $1112 is the total in the bank. 2 New members this month. HCA zoom pro account: $159.96 . for January 1 - motion by Dorothy to have an HCA account, passed at 7:40pm.. Will start on Jan 1.
Committee and Other Reports
MVCCA (Mount Vernon Council of Citizens’ Associations, Inc.) If you are interested in volunteering, please go to the MVCCA website www.mvcca.org for more information. Committees are always looking for volunteers!
Environment and Recreation (E & R) - Mark Rogers. - long meeting from 7-9pm. Mount Vernon Country club projects: maintenance, build pool complex - they are working on informing public groups on their plans. It goes through a lot of stages still. Some motions and resolutions regarding data center generators - have 2 requirements when the power goes out, they have generators for blackouts. .they pollute a lot and are very noisy, only allowed in emergencies.. Under VA law, if there is a known maintenance issue coming, they have to use an alternative generator that isn’t as bad. Also, because we have a new legislature coming in, there was another request to have the resolution on PFAS - asking for action on this. Also, living shorelines - there has been some problems with the current administration, if long time home owners, if a barrier is deteriorating, they have to meet a new requirement - now only have to meet original requirements. Discussion about a pedestrian overpass idea. Suggestion it might be too much work. Comments about pedestrians.
Planning and Zoning (P & Z) - Ray Novitske. - mt vernon country club - concerned about relocation of maintenance building - alot require county approvals - in center of site now, but wants to move to closer to road, which would be closer to residences. This is a concern. There was talk to filling in some of the flood plane. Gas station removal proposed, to build convenience, near the The Garden Plot,
Public Safety and Transportation Committee (PS & T) - Jason Zaragoza, and Mark Rogers (Alt). - Met oct 16. Belle view blvd is set for repaving, mt vernon council opposed bike lanes that were considered. Darrel court home issue - house is passed down to heirs that don't live in the area, the house has been used as a drug house for several years, he has been evicted, bringing to state governments, agencies not communicating about how to deal with it - which means this guy is able to keep using the home. Guy is a nuisance to community members, the house is a nuisance to the community also. Discussion on how all of the county and state agencies can better work together. Jason on task force - moon inn and days inn getting redone - first meeting on monday. Moon inn is becoming 6 stories residential building. 5000 sq ft of commercial. Days inn will be 420 residential units, 7 story building plus parking structure. They have to change the county plan from office spaces to residential. Needs rezoning. Then specific plans needs approving. Construction to start at the end of 2027, move in 2029. Suggestion to consider school districts. There will be an impact report coming. Keep Jason in the loop about what concerns we have about this. Another concern is the narrow street by moon inn, will there be an entrance added to help with traffic? Traffic impact is a big concern.. They need to figure out a loading spot because deliveries are not going anywhere.
Education Committee - Anya Austria, Tyler Austria. - Boundary things are still happening - huntington is not affected. Website: https://www.fcpsboundaryreview.org/ - there was a survey about delaying middle school start times, which has been tabled for now. AAP update: most schools will have a program like this now - not just some schools.
Budget and Finance -
Stormwater Subcommittee (Alan Ruof). - Nothing happening at the moment.

It needs fresh blood. It has had an impact in the past.. Needs to be reignited. Stronger influence on county politics - higher level politics.
UPDATE ON HUNTINGTON AVE (email from the supervisors office on grant opportunities for Huntington Ave projects: “Good afternoon Dorothy,
Thank you for reaching out and for your continued leadership with the Huntington Community Association. We appreciate your proactive approach to improving safety along Huntington Avenue. This corridor remains a high priority for our office as well.
Several of the options you mentioned could be viable, depending on the type and scope of improvement envisioned:
FCDOT $100M for Active Transportation Program: This is the most direct avenue for pedestrian safety and traffic-calming requests such as curb extensions, crosswalks, and other spot improvements. As mentioned previously, this program is already implementing two spot improvement projects along Huntington Avenue: crosswalk improvements at Fenwick Drive and Robinson Way. Our office can connect with the FCDOT Active Transportation team to discuss other potential concepts and their feasibility.
Transportation Alternatives Program (TAP): This is a competitive state/federal grant administered through VDOT. The next call for projects typically opens every two years, but FCDOT would need to sponsor and submit the application on behalf of the County.
Community Funding Options: While the Mount Vernon District Office doesn’t directly administer local matching or block grants, we’re happy to provide our support when appropriate.
In addition, FCDOT is currently developing a funding plan for several improvements along the Richmond Highway corridor, including new sidewalks along Hunting Creek Road and Foley Street. We would be glad to arrange a brief meeting with FCDOT to explore which safety or placemaking options could realistically move forward in the near term.
Could you please share a bit more detail on which specific segment(s) of Huntington Avenue the association is most concerned about? That will help us tailor follow-up and next steps.

Crosswalks at the east end are so dangerous
Hill reduce visibility at the crosswalks
We need a crosswalk at the top of the hill - there is no light from route 1 to biscayne (!!!!!)
Stretch between two strip malls, there is a bus stop, high volume
ROBUST crosswalk - connected to a light farther up the road.
Anything from road diet that can be chunked off for this?
Elmwood got speed tables that made a huge difference!
VDOT will not allow speed bumps on Huntington.
Raised crosswalks?
Suggest the area between 7/11 area and the strip mall across. There is no crosswalk but people are always crossing
"traffic calming" was the concept I was thinking of. "By narrowing travel lanes with features like curb extensions, planters, or parking, traffic calming encourages drivers to slow down, which enhances safety for all road users, especially pedestrians. Other techniques include chicanes (S-shaped curves), speed humps, and converting a road to two-way to narrow the lanes."

From Jaime - call for toilet paper cores, egg cartons. Cameron elementary does free markets for folks needing food, Jamie will also take food donations. Also calling for old adult tshirts for smocks. Orchard provided pears and figs this year - pruning coming in the new year: late January or February for pruning. There was a potluck on Riverview in October and it was successful - if anyone wants to do one, let Jamie know and she can share lessons learned.
ATT is improving their cell service and using other company towers to do so.
Mark has noticed graffiti (swastika) on apartment buildings - report these things on VDOT website. You can include specific address, and they do respond to these things.
Jaime has baby redbud seedlings if anyone would like some.
