Draft - HCA Meeting Minutes June 5, 2025

Meeting called to order @19:33 (7:33 pm).

Treasurer’s Report (MR).
HCA member dues are due in January or on a rolling basis, which will be prorated. $12:00/year. https://www.huntingtononline.org/join-hca. Please consider supporting our small volunteer organization.
Mark noted that he has partial access to the bank account. He had to use the ATM, because he does not have online access yet. He reported that we have $1961.00 in the account. There are several fees we pay, such as a $25.00 fee to be incorporated in Virginia, $150.00 membership fee for the Mount Vernon Council, and a website fee.
Membership report. As a matter of course, dues used to be due in January and Mark would like to try to get back to that schedule. There are only 19 active members. Currently we are not earning enough through membership to cover our costs, but we currently have a buffer because Tamara Srader paid for the fees out of her own pocket for the last couple of years.
Alan noted that it was helpful in the past to advertise using a sign outside the community center, and not just relying on social media.
Dorothy is in the process of distributing flyers in the neighborhood to let folks know about the HCA.
Alan suggested that now that we have an active treasurer, we should make sure reimbursements occur immediately.
Typically, organizations like ours would set a budget at the beginning of year, and if an expenditure is not in the budget, then one would seek approval. The HCA will set a budget at the start of the next year.
The treasurer’s report was approved unanimously.
HCA Vice-President’s Report - Dorothy Edwards.
Dorothy attended the Mount Vernon council meeting and provided an update about which committees are active.
The Council passed a resolution on a storm water permit.
The MVCC has an election for a new co-chair. Kathryn Ward was reelected.
Supervisor Storck reports that there are a couple of new aids on his office. Transportation, Environment, Energy and Tourism

In early June they will talk about planning of the Mount Vernon rec center
Solid waste reassessment is done every 5 years. Fairfax County wants to get out of the trash collection business and use contractors.
Committee and Other Reports
MVCCA (Mount Vernon Council of Citizens’ Associations, Inc.) If you are interested in volunteering, please go to the MVCCA website www.mvcca.org for more information. Committees are always looking for volunteers! Dorothy shared that there are 6 active and 2 inactive committees. The two that are inactive are Health and human services and Consumer Affairs. Huntington gets one vote on each, so it’s helpful to have a voice. If our representative member is not at a meeting, the president can proxy vote. The HCA will circulate a contact list.
Environment and Recreation (E & R) - Alan Ruof, Mark Rogers. Alan offered to move to the Stormwater Committee and Mark will be the rep for E & R. Alan went to the E & R meeting yesterday. It seems like the plans for the express lanes will go forward with 2 lanes. He said no one talked much about the traffic congestion at the start and end of the express lanes.
Planning and Zoning (P & Z) - Ray Novitske. The Planning and Zoning Committee talked about two new projects that would require a change the comprehensive plan to allow rezoning. Moon Inn at Fairhaven and Richmond Highway, and the property where Days Inn is located. The developer wants to tear down both and replace with residential, and some retail co=located. Ther was also some discussion about a 9-story building at the Office Depot location, but there was no resolution.
Public Safety and Transportation Committee (PS & T) - Jason Zaragoza, and Mark Rogers (Alt). Meeting Monday and will be talking about the express lanes study. Jason spoke to Peyton in Supervisor Storck’s office about the Huntington Road diet and repaving. A Huntington resident circulated a petition opposing the road diet project and now it sounds like VDOT will not move ahead. The group expressed dismay that VDOT would change their decision based on a resident without taking into consideration or alerting the community association. If the HCA wanted to respond, it would have to draft something NOW to circulate before Monday’s meeting. Dorothy asked how she could help.
Education Committee - Mark Rogers. Mark volunteered to move to the E & R Committee and will also be an alternate for public safety. Anya and Tyler volunteered to sit on the Education Committee.
Budget and Finance. No representative.
Stormwater. Alan Ruof volunteered to lead the Stormwater Committee. The meetings are on Thursday, so he will join HCA late.
Dorothy will submit the new/updated membership applications to the MVCC.
Special Election: President
According to our bylaws, there must be a special election to replace the president and finish the remainder of the year. Jason nominated Dorothy, and it was seconded by Michelle. Dorothy was elected president unanimously.

Would like to do something for National Night out this year. August 5. Dorothy will look into details and will reach out to members offline, as there is no meeting in July. The next general MVCC meeting is the 4th Wednesday and Dorothy will ask.
Dorothy noted that there was a sweet writeup about the art show that she organized at the Huntington Community Center. Several neighbors participated. It was fun and Dorothy is hoping to plan more events. The community center is eager to host more events.
We don’t meet in July, as per the bylaws. The next meeting is August 7.
