Huntington Community Association Meeting

January 4, 2018

AGENDA

1. Welcome and Introductions:

  • Art Ovalle, President

  • Vacant, Vice President

  • Caitlin Wilson, Treasurer

  • Everett Price, Secretary

2. Guest Speaker(s):

  • Stephen Banister, Capital Investment Advisors – 2560 Huntington Avenue

  • 2.25 acre lot, 55,000 sq ft

  • Plan amendment request mirrored off of The Parker

  • Suggested plan text provided to the Commissioner, met with environmental, planning and zoning, others--all supportive

  • Plan for standalone redevelopment up to 2.6 FAR, without consolidating with auto body property

  • 3.0 FAR possible if can consolidate with auto body property

  • Jan 11th: Plan will be presented to the Commission by Commissioner Flannigan

  • Resolution calls for restoration of flood plain, likely similar to Parker’s work along the creek (including firm commitment to extending the trail)

  • Will return to HCA for additional consultations if this advances to rezoning proposal

  • 3-5 years out from development

  • 3-5 stories, all office and all residential both possible or a mix, just depends on where the market is at that point; if it were developed today it would probably be residential

  • Anticipate aligning with Huntington Club entrance to roadway

  • Jolene King, The IDI Group Companies – Huntington Club Redevelopment, 2601 Indian Drive

  • 364 residents that will either accept early out during phased development or relocate within property to stay during redevelopment

  • Anticipated 10 year development process

  • Pocket parks sprinkled throughout

  • Currently in comprehensive plan amendment process

  • Asking for increase from 3 FAR to 3.5 FAR

  • Rezoning application submitted in November 2017 and can take two years

  • Planning direct access to Metro

  • Affordable and workforce housing units will be included in the redevelopment; may give existing residence first dibs on those properties

  • Dissolution of community association was approved and takes effect with beginning of construction

  • Best case scenario: 2 years til groundbreaking

  • Reviewed issues involved in super streets and sound barriers

  • Strong support for extending Yellow Line down to Hybla Valley

  • Huntington Levee Update

  • Everything going to plan as of now

  • Education - Caitlin Wilson

  • Has not met recently, email traffic with everyone talking about Embark and sound barriers impact on school density and school buses

  • Budget and Finance – Christoph Schmid

  • Not present

  • Neighborhood Watch – Nick Lombardo

  • Nick not present

  • In touch with Officer Urps, community representative

  • Don’t leave conspicuous boxes from high value gifts

  • Parker had some garage break-ins and ordered permanent security presence

  • Recent theft of two bikes from Midtown garage

  • Some car break ins in lower Huntington

  • Discuss/Vote: Letter of Support for Plan Amendment - 2560 Huntington Avenue

  • Discuss/Vote: Letter of Support for a Plan Amendment - 2601 Indian Drive

  • 7 in favor; 1 against

  • HCA’s Treasurer Quarterly Update – Caitlin Wilson

  • $835 in bank account

  • $12 dues on a rolling basis, can pay using Paypal or cash or check

  • Hoping to avoid PO Box cost before March renewal

  • Vote on All Changes to Revised HCA Bylaws – See November HCA Meeting Minutes

  • Mount Eagle Park Access Road Relocation - Stout & Teague Property (Top of Hill Near Huntington Metro) – Meeting end of January

  • Fairfax County Dim Light Program Petitions for Farrington Avenue and Arlington Terrace – Caitlin Wilson, Nick Lombardo, and Jeff Woodward

  • Petitions complete for Arlington Terr & Farrington, signatures submitted to county

  • Fenwick qualifies
