Huntington Community Association Meeting

March 1, 2018

AGENDA

1. Welcome and Introductions:

  • Art Ovalle, President

  • Vacant, Vice President

  • Caitlin Wilson, Treasurer

  • Everett Price, Secretary

2. Guest Speaker(s):

  • Lee Maguire, Huntington Community Center, Acting Director

  • Daytime programs for adults including recent watercolor course and upcoming tea and creative writing classes

  • Requires a one-page registration form

  • HCA will help publicize events

  • Stout and Teague Development Properties -Mount Eagle Park Access Road Relocation

  • Natural preservation, safety, and access were identified as key objectives

  • Working on realigning path

  • Considering two options

  • Questions about what to do with old path

  • Could discontinue the old path, but connect to the stairs on Biscayne

  • Park Authority controls decisions about lighting in the conservation area

  • Park is closed after dark, so Park Authority may oppose lighting

  • Stout and Teague aware of desire for lighting

  • If there is development at some point, there will be lighting associated with it

  • County will assume responsibility for maintaining path area

  • New bus path needs to be able to have access to Montebello if Rt 1 is clogged

  • Permitting takes the most time, construction could be done in 2-4 months

  • Still talking to WMATA about what can be done to connect the path to the Metro station, but topography changes and WMATA’s ownership of the road and sidewalk complicate matters

  • WMATA undertaking complete rethinking of station design, but potentially years away from a plan

  • Supervisor Storck in contact with WMATA about the crumbling garage

  • Plan will keep walking path along current Montebello bus path

  • In all scenarios crumbling asphalt will be either taken up or improved

  • Park Authority owns the entire path, but Montebello has perpetual easement for bus path

  • April 5th meeting we will meet to vote on the different proposals

3. HCA Committee Reports

  • Mount Vernon Council of Community Associations (MVCCA)

  • General Council Meeting – Art Ovalle

  • Planning and Zoning - Ray Novitske

  • Sunoco wants to reopen old gas station as a new gas station/convenience store

  • Committee didn’t think it was a good idea

  • The area is part of comprehensive plan that would have that area disappear

  • Sunoco said there were no valid offers for the property; but also contradictory indications that there are some offers

  • Sunoco has to get special use permit in order to use it as a gas station, so it has to go before Planning Commission and Mount Vernon Commission

  • Another developer is also vying for the property to install a gas station

  • Still trying to get the old Sunoco at a minimum torn down

  • Someone bought motel and planning on just changing the name

  • The bank plans to stay

  • MVCCA opposes new gas station

  • Transportation - Jeff Woodward

  • Proposed purchasers of Sunoco presented; perplexed re: opposition to gas station

  • Gas station access would take place via Old Richmond Hwy

  • Discussion of closing direct access for Great American Steak and Buffet to force exiting traffic to the light--supported by Transportation Committee

  • Traffic study on GW parkway on our side and further south--Transportation committee has been pushing for such a study for years

  • Environment and Recreation - Alan Ruof

  • Huntington Levee Update

  • construction still on schedule; doing sanitary work near Riverside and will give plenty of advance notice to potentially affected residents

  • Lots of work at end of Fenwick on box calvert

  • In big storms, water from westside creek parallel to Fenwick will drain into box calvert and connect with pumps

  • Education - Caitlin Wilson

  • Budget and Finance – Christoph Schmid

4. New Business/Action Items/Updates:

  • Update: Wesley Housing Development Corp., - 2317 Huntington Avenue

  • Wesley Homes finally got $7.3m in county funding; now seeking $23m in state credits

  • Competing with North Point and another property that is vying for the same credits

  • Should know by May about fate of state funding

  • County funding is secured no matter what happens to the state funding

  • “Know the Past Shape the Future” – Celebrate Black History Month with Lieutenant Governor Justin Fairfax, Friday, March 2, 2018 at 6:00pm, at the Fairfax County Government Center, 12000 Government Center Parkway, Fairfax, Virginia 22035

7. Other Community Issues:

  • Fairfax County Police Dept is hiring; hit by wave of retirements and opening new substation in Lorton in the future

  • See job vacancies here

  • Earth Day

  • Earth Day is April 22nd; southside of metro trying to rally cleanup day

  • Saturday, April 28th; Earth Day event at Mt Eagle Elementary

  • Construction ongoing on house on the right of the stairs on Biscayne

  • Big tree cut down on a private property at end of Blaine

  • Supervisor Storck will come out in May/June
